This project explored how economic development agencies in the EU and beyond have arrived at strategies that create jobs that are accessible for economically inactive people. Drawing on policy reviews case studies in the UK and five other countries, the research developed recommendations for DETI and its partners on promoting both employment growth in appropriate sectors and entry-level positions; and linking emerging opportunities (and employers) with the economically inactive population. The research also considered strategies for promoting progression routes for formerly inactive people so that they can sustain employment and progress towards better-paid, more secure work.
