This project, being led by IFF Research, seeks to establish the impacts that reduced access to non-EEA skilled labour from Tiers 1 and 2 of the Points Based System has on businesses. The work will also provide an estimate on the costs to businesses looking at the key component elements of costs.

The focus of this research is on the latest period of change in immigration policy, which may be characterised as starting in 2008 with the introduction of the Points-based System (PBS) applying to migrants from outside the EEA, which replaced a vast array of work and study routes to the UK – including work permits, Working Holiday Makers, the Highly Skilled Migrant Programme, Sector Based Schemes and others - that had grown up over previous years.

The project will aim to understand how businesses that make (or did make) significant use of migrant workers (specifically skilled migrant workers from outside the EEA) have responded following the recent changes in migration policy.
