Fee for Intervention SchemeHSE have announced that the fee for intervention scheme will not be introduced from the 6th April, 2012 but is to be delayed with the likely commencement date of October 6th instead. While this delay is not going to change the form of the scheme, HSE have said that the extra time is necessary to conclude ongoing ‘technical discussions’ about the scheme details which are taking place within government. In the interim period the shadow run will continue to operate to familiarise businesses and inspectors with the process. The publication of the guidance will also be delayed. The Lord Young reportLord Young of Graffham had produced his report "Common Sense, Common Safety" to the Prime Minister following a Whitehall‑wide review of the operation of health and safety laws and the growth of the compensation culture. In the forward to the document Lord Young states his belief that " a compensation culture driven by litigation is at the heart of the problems that so beset health and safety today." We will be monitoring Government proposals in response to the recommendations made by Lord Young. |
