You're right that probably DfT are mainly interested in roads. For
example, the project Frank Kelly wants me on is to do with designing
road pricing systems. But they are also interested in things like
the effect of building Crossrail and there were references to
historical decisions like building the Victoria line (which
Christopher Foster who was there pushed the govt for 4 years to build
and eventually won) and Portbury (against which Alan Wilson wrote a
detailed evaluation but the govt of the day went ahead and built it
anyway and it failed!).
 
I agree we are not yet strong in this area, but given that they want
different expertise from their traditional partners, we may be able
to fill a niche.
