Dynamic Uncertainty Handling for Coherent Decision Making in Nuclear Emergency Response

Abstract: Decision making in nuclear emergency management takes place in an uncertain dynamically changing environment, where numerous interdependent events and processes need to be taken into account. Decision makers (DMs) need also to incorporate the opinions of several relevant stakeholders regarding competing objectives. In order to support DMs, decision support systems (DSSs) have been developed to describe the overall problem under study and provide guidelines and explanations about the available countermeasures. One of such systems for nuclear emergency management is RODOS (see e.g. Bartzis et al. 2000), which was the result of the collaboration of several European countries after the Chernobyl accident.
