Profile and Research Interests

Caroline is an Assistant Professor in International Political Economy, and an ESRC 'Future Research Leader'. She has research interests in:

  • political economy of energy
  • ideas, institutions and change
  • sustainable energy and climate change governance
  • municipal energy and devolution
Curent Research

Caroline is currently working on her ESRC Future Research Leaders project: 'Power Distributions: Sustainable Energy & Municipal Authority'. This project focuses on municipal authorities as (re-)emerging, state energy actors by asking questions about: how sustainable energy projects are shaped by broader local and national political processes, including devolution; how local governance choices relate to (rescaling) energy systems; and about what capacities municipal authorities have to act in the area of sustainable energy. There is some empirical focus on the UK.

Previous Research Projects

Before joining Warwick, Caroline was a Senior Research Fellow in the Energy Policy Group at the University of Exeter, and an Associate Fellow of PAIS’ Centre for the Study of Globalisation and Regionalisation at the University of Warwick.

At Exeter Caroline worked on an EPSRC funded project, ‘Innovation and Governance’, that explored various and complex inter-relationships between energy governance, markets and sustainable innovations, which also included comparative analyses between the UK and Germany. She was active in a wide range of research activities, including regular responses to government consultations.

Caroline has authored The Energy Security-Climate Nexus: Institutional Change in the UK and Beyond and co-authored The Global Energy Challenge: Environment, Development and Security.

She has also published articles in the Review of International Studies, Journal of European Public Policy, Environment & Planning C, Energy Research & Social Science, British Journal of Politics and International Relations, Utilities Policy and Policy and Politics.

Networks & Other Roles

Member of West Midlands Combined Authority's (WMCA) Regional Energy Policy Commission. The commission will make the case to, and understand how best to, include sustainable energy into WMCA's next round of devolution.

Caroline is the founder and convenor of the ‘Political Economy of Energy in Europe and Russia’ (PEEER) network; Treasurer and co-convenor of the PSA Special Group ‘Anti-Politics’; she convenes the PaIS IPE Cluster; and is a Steering Committee member for the Warwick Global Research Priority Group: Energy.

From 1994 to 2002 she worked for the Union Bank of Switzerland (UBS), ultimately as head of emerging market equity sales in London.

Editorial Work

Caroline is Associate Editor of Energy Research and Social Science, and a co-editor of the Palgrave Macmillan pivot series on 'Progressive Energy Policy'.

Teaching

Caroline is not teaching or directing any modules during her ESRC fellowship, but she is available for PhD supervision in the following areas: political economy of energy; sustainable energy policy and politics; local energy transitions; energy and climate change policy.
