Beyond Gunboats: Rethinking Naval Diplomacy and HADR in East Asia

Summary: There has been a noticeable revival of the importance of the maritime arena for security in East Asia. At the same time, there has been a growth in the number, type, and capabilities, of navies in the region to use this theatre to advance or protect their interests. These two elements have resulted in increased discussion of the concept of ‘gunboat diplomacy’. In speaking to this expanding literature this paper explores whether there is more to maritime diplomacy, particularly whether naval capabilities can contribute to more cooperative activities. Using Humanitarian Assistance and Disaster Relief as a lens it points to range of uses and purposes of maritime adventures.
