Cooper is the Associate Director of The Centre for International Governance Innovation (CIGI) and a Professor in the Department of Political Science at the University of Waterloo, where he teaches in the areas of International Political Economy, Comparative and Canadian Foreign Policy, and Global Governance and the Practice of Diplomacy.

Education and Background

He holds a D.Phil. from Oxford University, and has been a Visiting Professor at Harvard University, The Australian National University, and Stellenbosch University in South Africa. He also has been selected as a Canada-US Fulbright Scholar, in the Western Hemisphere Program at the School of Advanced International Studies (SAIS), Johns Hopkins University, Washington, D.C. in 2000 and as Léger Fellow, Department of Foreign Affairs and International Trade, Canada in 1993-94. He has led training sessions on trade issues/governance/diplomacy in Canada, South Africa and at the WTO in Geneva. He is currently a member of the GARNET International Advisory Board and a member of the Hague Journal of Diplomacy’s editorial board.
