How do I set up a new module?

The short answer is: first, design your new module, taking advice where appropriate from people within the University (e.g. colleagues in your department and other departments, the Learning and Development Centre, Student Recruitment, Finance Office, the Institute for Advanced Teaching and Learning, Teaching Quality etc etc) and outside (any regulatory or professional body, the Higher Education Academy and the relevant Subject Centre, experts from other universities and employers). Then fill in the relevant forms and submit them for approval to the relevant departmental or University committee.
