WMCETT Bulletin July 2017

Welcome to the July 2017 edition of our Community of Practitioner's Bulletin - your link to what's been happening in Teacher Education in the lifelong learning education sector in the last month.

This month, the DfE has confirmed its ministerial appointments with Anne Milton as Minister of State for Apprenticeships and Skills. Justine Greening has been given a speech on her vision to deliver world-class technical education based on the new T level qualifications in partnership with business and funding for work placements. She has also set out her plans for greater social mobility using Opportunity Areas and the Careers & Enterprise Company (CEC).

There are a number of interesting reports out this month:
The Taylor Report on good working practices sets out 7 'good practice' principles;
A report on apprenticeship pay looks at pay and the National Minimum Wage;
Post-16 occupational standards in international education systems looks at what makes a 'good' occupational standard;
Post 16 effective practice below level 2 looks at innovative course structure;
Special educational needs looks at the effectiveness of current SEN support methods and how learners are identified

We have included a look at FE Week this month. The articles give an FE perspective on some of the Government headlines in the Bulletin. It describes itself as 'a lively read, offering a mixture of news, exclusives, expert comment, features, technical information and coffee break snippets. Department for Education ministerial portfolios announced: Anne Milton has been confirmed as the Minister of State for Apprenticeships and Skills and Minister for Women. Jo Johnson will continue as Minister of State for Universities, Science, Research and Innovation covering both the DfE and the BEIS. Nick Gibb will continue as Minister of State for School Standards, and has also been appointed Minister for Equalities. Robert Goodwill has been appointed Minister of State for Children and Families and Lord Nash will continue as Parliamentary Under Secretary of State for the School System. Justine Greening: Britain needs a skills revolution: The Education Minister sets out her vision to deliver world-class technical education based on the new T level qualifications in partnership with business. She also announced: £50 million investment from April 2018 to fund high quality work placements; £15m to contribute to improvements in further education so we have the colleges and teachers we need to deliver the new T levels; Plans to bolster the role of the current Further Education Commissioner - Richard Atkins - who will take on responsibility for Further Education Colleges and Sixth Form Colleges and plans for a DfE summit with businesses in the autumn to start developing the T level curriculum. Education Secretary unveils schemes to tackle social mobility: The Careers & Enterprise Company (CEC) is collaborating with 40 national and local ‘cornerstone’ employers to prepare pupils for the world of work at more than 260 secondary schools and colleges in the Opportunity Areas. HE: Chief Executive of new Office for Students announced: The DfE has announced the appointment of Nicola Dandridge as the inaugural Chief Executive of the Office for Students (OfS). The OfS will be the regulator for the Higher Education sector and will be innovative in its approach to student participation, success and employability. Once fully operational in April 2018, the OfS will replace HEFCE and the Office for Fair Access (OFFA). Taylor Report: "Good Work: the Taylor review of modern working practices": The Prime Minister’s independent reviewer on modern employment practices, Matthew Taylor, has published his 7 principles to achieve “good quality work for all”. He looks at: providing quality work, more consistent taxation, new technologies, platform based working, the law and workers' rights, strong employment relations, workplace health and the minimum wage. Additional £40 million for HEIF in support of the Industrial Strategy: The Higher Education Innovation Fund (HEIF) is to receive an additional £40 million per annum from 2017-18, to boost universities’ capacity to collaborate with businesses, commercialise their research and help to deliver the Government’s Industrial Strategy. Side by Side: the learner Prevent duty online modules: Side by Side, are Prevent duty online modules for learners across the Further Education (FE) and Training sector. Learner Satisfaction still highest with private providers: Private training providers have maintained their near 10-point lead over colleges in the government’s annual learner satisfaction survey. There were 364,589 respondents, representing 18.2 per cent of all learners and private providers scored 90 out of 100 compared with 80.9 for general FE colleges (colleges up by 0.5 points on last year)

Ofsted budget to fall by almost £15 million: Ofsted’s inspection budget is expected to fall by nearly £15 million over the next three years, despite more than doubling the number of providers in scope for inspection. Another article explores the lack of monitoring of subcontractors by Ofsted, despite 1200 of them accessing £693 million in government funding as of January, with 161 subcontractors having a contract worth £1 million or more.

Influential review of ‘modern work’ calls for more flexible training: FE Week looks at the Matthew Taylor report (see DfE above)

Advanced learner loans: Big issues: There are three articles on advanced learner loans. The first on the rise in the number of EU students taking out these loans, despite Brexit; the second on the issues which arise when providers go bust and the third on the Labour Party pledge to scrap advanced learner loans.

ESFA reveals timescales for provider access to £50m work placement pot: FE Week looks at the implementation and timelines for work placements for T levels.

Battle to scrap the apprenticeship 20 per cent off-the-job training: FE Week puts the arguments for and against the Government requirement for apprentices to receive 20% off the job training.

Halfon elected chair of education committee: FE Week talks to Robert Halfon about his vision for the education committee. He talks about social justice, tackling barriers to achievement at all levels from nursery to FE, apprenticeships and university and addressing the productivity and skills gap
